Summary Description Of Position

The Senior HR Generalist shall be responsible for the day-to-day support maintaining the HRIS system, generating reports, managing employee files, adhering to compliance regulations and policies, acts as a point person for employee questions and concerns, and responding to employees in a timely and comprehensive manner in all areas of human resources and benefits. This position shares responsibilities of the HR Manager, minus supervising a staff full time; and performs HR Generalist duties while acting in a team leadership role.

Major Responsibility Areas And Duties

  • Provide guidance to management and employees on HR issues, employment law, and develop new programs and initiatives to meet management needs.
  • Lead, mentor, and coach other Human Resources Staff and colleagues with less experience.
  • Facilitate success of corporate cross-functional teams by providing effective and timely communication of all relevant HR information to appropriate team members and stakeholders (Payroll, Accounting, Program Management, etc.).
  • Monitor and recommend changes to Human Resources policies, procedures, and practices, to include compensation, that reflect current market conditions and industry best practices.
  • Coordinate company compliance with all existing governmental and labor legal and government reporting requirements including, but not limited to any related SCA (including H&W) benefit compliance, Equal Employment Opportunity, OFCCP, ADA, FMLA, ERISA, DOL, FLSA, DCAA, Worker Compensation, and OSHA regulations.
  • Coordinate the development of Affirmative Action Plans (AAPs), Compensation Plans, and other regulatory policy compliance documents.
  • Prepare annual government reporting requirements for federal contractors (VETS4212, EEO-1, etc.)
  • Provide support to all unionized locations; provide HR contract negotiations and interpretation of CBA’s. Handle grievance procedures. Employee assessments, job evaluations, recruitment, new employee orientation, supervisory training, and employee relations as it relates to represented employees.
  • Assess and respond to high level personnel issues including employee injury, misconduct, harassment, and discrimination investigations.
  • Investigate and analyze matters of concern to the company, applicants, employees, and/or the public and recommend to management and implement appropriate remedial measures
  • Lead HR Team in the administration of all company HR programs.
  • Lead HR Team in developing and implementing and keeping all HR policies, procedures, and practices updated and ensure they are implemented successfully at all levels to promote the viability of company programs.
  • Lead HR Team with special requirements of unionized locations and represented employees; handle grievance procedures, employee assessments, job evaluations, new employee orientation as well as supervisory training in eLe-specific policies/procedures.
  • Work with the Information Systems department to continuously identify ways to streamline processing, paperwork, and compliance.
  • Assist Quality Manager in the development and analysis of statistical data and specifications to determine present standards and established proposed quality and reliability expectancy.
  • Conduct new contract phase-in/transitions.
  • Perform recruitment activities to include posting jobs, setting up interviews, tracking personnel requisitions, and administering the offer process;
  • Administration of internal paperwork relative to organizational changes and personnel movement;
  • Administration of the new hire orientation process; to include keeping orientation documents updated; creating orientation Binders and paperwork to send to offsite locations
  • Communicate with a geographically dispersed employee population having the ability to effectively answer benefits, policies/procedures and general questions and resolve problems both verbally and in written form.
  • Assemble and help to maintain official personnel records and files;
  • Perform HRIS management and maintenance activities.
  • Provide HR SME capabilities on HRIS integration and implementation projects.
  • Perform Benefits Administration duties to include administration of all benefit programs with regard to New Hire enrollments, Open Enrollments, and changes;
  • Administers COBRA and FMLA as needed.
  • Responsible for annual benefit audits as legally required.
  • Assure timeliness and accuracy of required filings.
  • Knowledge of legal requirements and compliance programs (E-Verify, EEO, AAP, DOL, FSLA, etc.); May be responsible for annual reporting under these programs performed with guidance from management.
  • Administration of company 401k Plans - Enrollments, Changes, Loan Processing, Audits, etc.
  • Assists and backs up other HR personnel in all duties to maintain stable workflow as needed.
  • Assist with various HR projects.
  • Other duties as assigned.

Additional Duties

  • Some travel is required to contract site
  • Manage multiple projects while meeting deadlines
  • Proactively interact with upper management to strategically identify Human Resource goals and objectives to ensure they are consistent with the goals of the company.
  • Other duties as assigned, not determined at time of hire.

Experience and Skills:

Minimum Requirements And Qualification

  • Bachelor's degree, preferably in Human Resources or a related discipline; or equivalent experience.
  • 7+ years of experience administering all aspects of HR requirements for a government defense contractor.
  • Previous experience with and understanding of the Service Contract Act (SCA) to include Health and Welfare preferred
  • Previous experience with Collective Bargaining Agreements preferred.
  • PHR or SPHR certification preferred
  • Intermediate to advanced level in MS Excel preferred
  • Self-starter - able to work independently.
  • Aggressive support for employer policy positions to advance business objectives.
  • Mathematical aptitude with good HRIS query skills.
  • Adhere to the highest degree of professional standards and strict confidentiality in matters that require discretion.
  • Ability to multi-task, manage time effectively and prioritize work - must be highly organized and detail-oriented.
  • Team-player - able to work and contribute positively as part of a team in a complex and fast-paced environment.
  • Demonstrated ability to communicate effectively, both verbally and in writing
  • Overtime may be required.
  • Occasional travel is required.
