Job Description:

Erica Lane Enterprises, Inc. (eLe) is seeking a full-time highly motivated individual for the position of Budget Analyst at Fort McCoy, WI in the Business Operations and Integration Division (BOID). The BOID is responsible for the planning and execution of the Directorate of Public Works (DPW) budget; payment and consumption monitoring of utilities; lease payments; and management of service contracts supporting DPW functions. The candidate will support the DPW BOID in administering the required actions necessary to ensure timely and accurate execution of financial transactions IAW with budget directives, program funding guidance, and financial regulations.

Essential Functions

  • Date stamp all new invoices and log in on Master Combined Utility Account List.
  • Maintain and update the Master Combined Utility Account List. This includes maintaining data such as the facility ID, utility vendor, account number, CAGE code information, and type of accounts.
  • Research discrepancies in payments, consumption, or other issues found on vendor invoices. Work with vendor and/or DFAS to correct any discrepancies.
  • Follow process in Utility Payment System and GFEBS to pay utility bills. This includes entering invoices into the Utility Payment System (EKS) to create the FMZ upload tool, FB60 upload tool, and upload invoices into GFEBS.
  • Monitor invoices for payment until they clear.
  • Run a payment report in GFEBs and check individual invoices for payment.
  • Check CAGE code expiration dates in Sam.Gov and update Master list with new dates if updated.
  • Run consumption report in GFEBS.
  • Check utility consumption data and verified that all data was correct.
  • Track consumption data to make sure there were not any large variances from the last month’s usage.
  • Research what facilities are paid sales tax and submit information to get these accounts to be tax exempt.
  • Research discrepancies in payments, consumption, or other issues found on vendor invoices. Work with vendor and/or DFAS to correct any discrepancies.
  • Set up new account service with utility companies for new accounts.
  • Disconnect utility service for facilities being sold or closed.

Experience and Skills:

Qualifications (Education and Experience)

  • BS degree business related field preferred.
  • 2+ years of progressive experience in budget analysis. Entry-level candidates (<2 yrs. of experience) will be considered after primary candidates.
  • Strong written and verbal communication skills and the ability to interface and effectively communicate with individuals at all levels of the organization.
  • Computer literate and proficient in Microsoft Office, Microsoft SharePoint, and willing and able to learn new software systems specific to the USAR.
  • Experience working in the federal government or military are a plus.

Additional Eligibility Requirements

  • Must have a valid U.S. driver’s license.
  • Must be able to pass a Department of Army background investigation.
  • Must pass drug screening.
